In a bowl, mix together lemon, lime juice, orange, cayenne pepper, extra virgin olive oil, garlic and water. Place fish in a dish and add the marinade, reserving ¼ cup; marinate in the refrigerator for at least 30 minutes.
Broil or grill the marinated fish for about 4 minutes per side, basting regularly with the marinade.
Serve the grilled fish on a plate and top with the reserved marinade, thyme and chives.
