Cook meat, onions and half the potatoes slowly in a saucepan for 1 hour, skim fat from surface. Add water slowly when necessary.

Add salt and pepper per taste.

Add remaining vegetables and simmer for ½ hour.

Alternatively cook in a casserole dish in a moderately slow oven or slow cooker, until tender.
